HDI Approach

NIDS has been implementing HDI starting from two VDCs of Humla district, Simkot and Syanda. It has conducted preliminary studies on the village and living condition of the people. HDI is now implementing its first phase starting from 2007 for five years. NIDS aims to implement the program in the district for a longer period to bring about positive changes by involving the beneficiaries from the respective villages within the VDC. In the course of program implementation, NIDS bring the beneficiaries together into village level groups. There may be more than one Village Group as there are different settlement clusters in the villages, and one village cluster may be divided into one ward or several wards. Since there is no clear ward boundary, the village households grouped together will be taken as one village for forming village group. Each village cluster will be named under the existing village name or any name the group feels comfortable with. The Village Groups then federate into one VDC Group which will be involved in planning and implementation of HDI program along with the VDC office and other organizations working in the VDC. Strengthening the village groups in planning and management is a part of the HDI program, and so the village level groups will be involved in VDC planning through VDC Group formed by the members of each Village Groups. This will help in the bottom up planning system where the beneficiaries themselves are responsible to take part in the development process. In the later phase of HDI, the village groups, VDC group and the District Unit of HDI will be provided some assistance from HDI.
